Ontario and Canada Announce Major Housing Affordability Investment in Guelph at Argyle Village

Governments commit up to $48.3 million to support development charge reductions and housing-enabling infrastructure

GUELPH, ONTARIO — Leaders from all levels of government, housing industry stakeholders, and community partners gathered at Reid's Heritage Homes' Argyle Village community last week for a significant housing announcement aimed at improving affordability and accelerating the delivery of new homes across Guelph.

The Governments of Ontario and Canada announced that the City of Guelph will receive up to $48.3 million through the Development Charge Reduction Program (DCRP), recognizing the City's commitment to reduce development charges by 30 per cent for all housing types between March 30, 2026 and March 31, 2029.

The funding will help support critical municipal infrastructure while reducing housing costs for future homebuyers and supporting the construction of thousands of new homes across the city.

A Meaningful Step Toward Housing Affordability

The announcement marks an important milestone in ongoing efforts to address housing affordability throughout Ontario.

According to the Province, the reduction in development charges is expected to reduce the cost of building a new home in Guelph by up to $21,623 per home. When combined with expanded HST relief on eligible new homes, families could receive savings of up to $151,623 on the purchase of a new home.

"Affordability is returning," said Ron McMillan, President of Reid's Heritage Homes, during remarks delivered at the event.

McMillan noted that when combined with recent federal and provincial housing measures, the impact can be significant for homebuyers. He cited an example where a two-bedroom townhome that was selling for approximately $500,000 earlier this year could now be delivered at a substantially lower price point, helping more first-time buyers, young families, downsizers, and investors enter the market.

Why Argyle Village Was the Perfect Setting

The announcement took place at Argyle Village, a master-planned urban townhome community by Reid's Heritage Homes that demonstrates how thoughtful redevelopment can increase housing supply while creating more attainable homeownership opportunities.

The community features 158 urban townhomes designed to meet the needs of a diverse range of buyers, including first-time homeowners, young families, investors, and move-down purchasers.

More broadly, Argyle Village represents the transformation of a previously underutilized area within Guelph. Over the past several years, Reid's Heritage Homes has redeveloped approximately 16 detached home lots surrounding the site, creating:

  • 36 detached homes on Lowes Road
  • 86 condominium apartments on Gordon Street
  • 158 urban townhomes at Argyle Village

Together, these projects have delivered 280 new homes within an established neighbourhood, helping increase housing supply while making efficient use of existing land and municipal services.

Infrastructure Investments to Support Future Growth

The Development Charge Reduction Program is designed to help municipalities balance housing affordability with the infrastructure investments required to support growth.

Funding allocated to Guelph is expected to help advance several major infrastructure projects, including:

  • Upgrades to the Biosolids Facility at the Water Resource Recovery Centre
  • Improvements to the Verney Booster Pumping Station and associated watermain infrastructure
  • Construction of a new Clythe Water Treatment Plant, Booster Pumping Station, Storage Facility, and supporting water and wastewater infrastructure

These investments will help ensure Guelph has the capacity needed to support future residential growth while maintaining essential municipal services.

Unlocking Housing Opportunities Across Guelph

The City of Guelph estimates that the combined impact of development charge reductions and housing-enabling infrastructure investments could help unlock 27,675 new homes across the community.

For builders, municipalities, and future homeowners alike, the announcement signals a collaborative approach to addressing Ontario's housing challenges through policy reform, strategic infrastructure investment, and partnerships between all levels of government.

Looking Ahead

Reid's Heritage Homes was proud to host provincial, federal, and municipal representatives at Argyle Village for this important announcement and remains committed to working alongside government and industry partners to help deliver the housing solutions Ontario families need.

As communities across the province continue to seek ways to increase housing supply and improve affordability, initiatives like the Development Charge Reduction Program represent meaningful progress toward creating more attainable paths to homeownership while supporting the infrastructure required for growing communities.
